Unlike any of my PM colleages, any PM article I have ever read, any PM textbook I have ever studied, Mr. Cagle insists on his own definition of the distinction between projects and programs. To him, a project is an internal undertaking while a program is outsourced. What? This new, extremely untidy definition would make all the contracting construction project managers to be called program managers. That'll go over like a lead balloon. PMI has this right.
