Kaplan's work is a very solid and upbeat analysis of both the birth and maturation of NATO, the cornerstone of Western cooperation in the postwar era. He traces the intellectual and pragmatic formation of the alliance from its Cold War beginnings in 1949 to the eve of its 40th anniversary. Kaplan argues that though NATO is frequently a troubled partnership, the mutual requirements that lead to the alliance are still in existence and will contribute to its maintenance. A helpful chronology and text of the treaty are appended. Few volumes on German-American relations are as concise and informative as Ninkovich's. The author focuses on the period since 1945, with most of the text devoted to a discussion of the postwar occupation of Germany by the Western allies and the Soviet Union. In spite of the complex nature of the subject, the narrative is strikingly clear and offers an adroit analysis of both the Soviet-American conflict vis-a-vis Germany and the evolvement of a new German identity in the age of the superpowers.
